Such a person is able to make sensible decisions in a “storm” situation; they can provide support for themselves and others, and maintain the routine essential for their life. 

An emotionally unstable person breaks down when faced with complex emotions. They struggle to collect their thoughts, to get a grip; they are drowning in emotions, they can’t think or act, they get lost. It’s not just bad, sometimes it can be dangerous.
